Okay the Welch-Manchin SCOTUS reform amendment is pretty decent:
- fixes SCOTUS at 9 justices
- 18-year terms, 1-term limit
- staggered, 1 approved every 2 years
- justices approved to fill early vacancies only complete the partial term rather than serve another 18 years
