Imagine a world without a responsible community, focused on keeping people at the centre while responsibly harnessing the benefits of biometrics. Last week, that community met to discuss just that at our flagship annual Congress marking the Institute’s Silver Jubilee, celebrating 25 years of trusted conversations shaping the future. Held on 20–21 October at the QEII Centre in London, the event provided that crucial, trusted space for dialogue among a diverse group of stakeholders, including government, law enforcement, academia, and industry, with hundreds of delegates in attendance. The event featured exceptional breadth and depth of content across biometrics, implementation, policy, standards, and research. Through engaging panel discussions tackling the difficult questions that need to be addressed for a responsible future, we explored everything from national-to-digital identity, policing and applications looking ahead to 2036, and generative AI and quantum sensing, to verifiable credentials, governance, and the digital-physical security arm’s race against deepfakes, morphing, and voice clones. What makes every Biometrics Institute event unique is the commitment to trusted conversations, providing a setting for a community of responsible practitioners actively shaping an ethical, secure, and effective future for biometrics and related technologies. We express our thanks to our sponsors. Diamond sponsor – @FaceTecInc; Gold sponsors – @BSI_UK, @IDEMIA_PS, and @thalesgroup; Silver sponsors – @FIMEnews and imagematch.com.tw, along with our speakers, attendees, and members for being an essential part of this community, with a forward-looking perspective towards the next 25 years. Thank you to everyone who participated. Your contributions are what make these discussions essential. If you were there, what made this year’s #BICongress stand out, and what were your key takeaways? Share your thoughts below. If you want to know what’s next and contribute to these essential discussions, you need to be in the room where the trusted conversations are taking place. Biometrics is everywhere – passive, continuous, and largely invisible. When the Biometrics Institute was founded 25 years ago, biometrics meant PINs, passwords, and early border trials. Today, it underpins modern security and digital identity, but managing its growth responsibly remains a challenge. The 2026 State of Biometrics Report is out now. Looking at how biometrics have evolved over the past 25 years, the report unpacks where we stand today and where we must go next across four themes: 🔹 Theme 1: Maturity of collection practices 🔹 Theme 2: Big brotherhoods or cohesive communities? 🔹 Theme 3: Human in the loop v2.0 🔹 Theme 4: Biometrics as the trust multiplier To build a safer, more transparent future, we must navigate what’s happening now and what’s coming next – guided by the Three Laws of Biometrics: Policy first, followed by process, and then technology. Today the Biometrics Institute hosted two insightful side events in London ahead of our annual Congress, which kicks off tomorrow. This morning, we held our Borders User Group meeting, hosted by the @ukhomeoffice. A dedicated forum for borders and government representatives, this group has been bringing key stakeholders together since 2015. Today’s discussions highlighted the important work border agencies, partners, and policy makers have undertaken to raise citizen awareness regarding biometrics management and privacy – all contributions that build trust in the use of biometric technology. Later in the afternoon, we hosted an interactive workshop on On-Device Biometrics. As digital identity, underpinned by biometrics to prove identity, rolls out extensively, these mechanisms require careful scrutiny. The session provided a collaborative working group environment, where participants explored key vulnerabilities, data protection, mitigation strategies, and how to future-proof on-device biometrics and assess whether new recommendations need to be developed. Thank you to everyone who joined us today for these insights and sharing of international expertise. The trusted conversations and networking with global stakeholders continue tomorrow, bright and early at Congress. If you’re looking to build your team’s expertise, join us at our upcoming events – bit.ly/BI-events – and explore our tailored, expert-led workshops – available both in-person and remotely – to see how we can bring our specialist education directly to your organisation. #Biometrics #BordersBiometrics #OnDeviceBiometrics #DigitalIdentity #DataProtection #PrivacyByDesign #ResponsibleBiometrics

Has the horse already bolted when it comes to private sector creation of biometric watchlists? Is sufficient guidance and governance available to manage and use this sensitive data? This was the focus of the discussion at our recent online On the Pulse Conversation: Biometric Watchlists. Over recent years, private sector use of biometrics have gained traction as a tool for businesses seeking to protect assets and enhance security. However, these deployments have triggered high-profile lawsuits across multiple jurisdictions. With these risks now amplified by AI-enhanced analytics and biometrics, the online session focused on establishing where governance is needed, how to balance security with privacy, and whether certain use cases require stricter boundaries. At its very heart is the question of biometric watchlists – what are key considerations for their creation and use and is this a topic the Institute should lead on? Members, privacy experts, and industry leaders came together to address the critical governance questions surrounding watchlist creation, consent, human oversight, and public vs. private sector applications. It became clear but will require further discussion: 🔹 Watchlists are already being used 🔹 Existing law should be applied 🔹 Guidance should focus on key questions rather than prescriptive rules 🔹 Necessity and proportionality must be the starting point 🔹 Governance is more important than the technology The Institute reiterated that all uses of biometrics must be underpinned by the Three Laws of Biometrics putting Policy before Process before Technology, to ensure biometric systems are never deployed without proper controls. To support organisations navigating these challenges, the Institute highlighted several good practice resources. 🔹 Essential guidance on practical implementation, available through the Institute’s Facial Recognition Technology (FRT) in Public Places: Key Questions Before You Start, the Use Case Matrix, and guidance on Biometrics in Use Signage 🔹 The Privacy Guidelines updated for the AI age 🔹 The Good Practice Framework, which contains dedicated sections on biometric systems, governance, and performance evaluation More on each good practice tool is available at bit.ly/biometric-tools Special thanks to our panel moderator Terry Aulich, alongside insights from Privacy and Policy Expert Group members, the Digital Identity Group, and Phil Thomson – CEO, @AurorHQ. Members will continue the conversation on biometric watchlists and other relevant topics at upcoming Biometrics Institute events, including whether the Institute should update its Privacy Guidelines and Good Practice Framework to provide specific guidance on biometric watchlists. Thanks to @ThalesDigiSec for inviting our CEO, Isabelle Moeller, to speak at the @thalesgroup Cyber Summit. It was a pleasure connecting with industry experts to discuss biometrics as a vital trust anchor in today’s complex digital landscape – especially as dealing with AI means organisations are managing probabilistic technology and the uncertainty that comes with it. Having navigated technology challenges for 25 years, the Institute has key lessons to share on risk management – and with deepfakes on the rise and AI bots outnumbering human traffic, “keeping it real” has never been more essential. By leveraging collective intelligence and the Institute’s good practice, we can ensure the industry is better equipped to navigate future threats and advance the responsible, ethical and effective use of biometrics. #Biometrics #CyberSecurity #Deepfakes #DigitalIdentity #ArtificialIntelligence #ResponsibleBiometrics #CyberSummit
