In 2008, Mugabe could have rebased Zimbabwe’s economy, erasing on paper the 50% GDP contraction since 2004. Informalisation offered a defensible justification. He could even have rebased Zimbabwe to Kenya’s size. In this era of rebasing and revised baselines, Mugabe may yet be remembered as a statistical saint. Heck, he even allowed the proper accounting and reporting of inflation in July 2008 when the number was in the millions . Embarrassing perhaps, but it counts for something that the propaganda did not invent new measures like “ blended inflation”. By not rebasing, he left the economic collapse of that era exposed to proper diagnosis. That is the problem with rebasing. It rests on assumptions, some of which may be fundamentally wrong. Nigeria did precisely this in 2014, becoming Africa’s largest economy overnight. Rebasing changes the numbers, not the fundamentals. After eight years of revisions, even Zimbabwe’s genuine growth can be dismissed with suspicion.

A delegation from the City of Bulawayo, led by Mayor David Coltart, visited the Geo Pomona Waste Management site in Harare to familiarise themselves with its operations. Coltart was accompanied by his deputy, town clerk, councillors and senior council officials, ahead of Geo Pomona's planned takeover of Bulawayo's waste management.

A HIGH-profile delegation from the City of Bulawayo led by mayor David Coltart today visited the Geo Pomona Waste Management site in Harare to tour its state-of-the-art facilities as it considers the company's bid for a refuse collection contract, especially in the wake of the simmering Richmond Landfill (Ngozi Mine) crisis. The Richmond Landfill crisis is an escalating environmental, public health, and humanitarian emergency caused by mountains of flammable uncollected garbage and attendant fires and gas emissions buffeting the city's residents. Commissioned in 1994 with a 20-to-25-year lifespan, the 30-hectare site has long outlived its utility and is now severely overwhelmed, spawning a major health hazard. The bid and subsequent central government mandate to award the Bulawayo waste management tender to Geo Pomona Waste Management has sparked heated debate and significant political, legal, and financial controversy involving councillors, MPs, civic groups and residents. Local Government minister Daniel Garwe has, as an expression of a cabinet decision on the matter, directed Bulawayo to contract Geo Pomona with immediate effect. However, Coltart and his team want the process to be done properly, following due diligence, the required process and meeting transparency and accountability benchmarks first. Apart from Coltart, the Bulawayo City Council delegation included deputy mayor Edwin Ndlovu, town clerk Christopher Dube, councillors and senior officials. Geo Pomona hosted the delegation, which toured the site to see how it manages waste, including its sorting operation. Coltart said discussions between council and Geo Pomona officials are ongoing, and the next step is to understand the finances. In a statement, Geo Pomona said: "Geo Pomona was pleased to host the City of Bulawayo delegation and to show how the site is managed. For 37 years, Pomona was an uncontrolled dumpsite. Since April 2022, Geo Pomona has run it as a managed waste site, with a sorting plant, commissioned on 5 June 2025, and a water treatment plant. Geo Pomona provides waste collection, waste management, which includes landfilling and leachate treatment, and waste sorting. Power generation from waste is planned: the waste to energy plant is not yet operating. We want to share skills and knowledge from our local engineers with councils across Zimbabwe, and to take the Geo Pomona model to other countries in Africa and beyond." Coltart said: “It’s been very useful. This has been a highly informative trip for us.” Speaking about Bulawayo’s needs, he said: “There’s no doubt that Bulawayo needs a facility like this. The critical thing for us, though, is what will it cost, and is it affordable for us? So we have a constructive engagement.” On what the delegation saw at the site, Coltart added: “Geo Pomona in this site has demonstrated that they do have the capacity in sorting, and we will watch with great interest what they do with processing and conversion of waste to energy.” Coltart added: “We’ve started discussions with Geo Pomona. We’ve had a technical team up here. Today was an opportunity for councillors and senior management to come and see. Now we go to the next stage of understanding the finances, understanding with precision what a company like Geo Pomona can offer us. “I need to stress on behalf of the council that we are not at all closed to a contract. The issue for us is what is on offer, what will it cost the residents of Bulawayo, and how will we afford to pay for it. I can’t commit the city council to a contract in this conversation now. I have no such authority. There are legal processes that we need to go through. But this was a critical part of that process to understand what is being done here, how much it costs, whether we can replicate.” On economies of scale, Coltart noted: “You will appreciate that a lot of this comes down to the economics of it. We need economies of scale.”
