In Mumbai on Wednesday, I asked Secretary of State Marco Rubio about his all-staff message last week reminding State Department employees to act in accordance with ethics rules. I asked him whether he’s concerned that there are other examples in embassies around the world of the kind of ethical violations alleged against US Ambassador to Greece Kimberly Guilfoyle (which she denied) -- who Trump ousted a day before Rubio's message. Rubio told me “no” – that he had ordered the message to be sent WEEKS in advance, and that a delay in sending it caused it to finally be sent the day after Guilfoyle's exit was announced. "This is a message we’ve sent out multiple times. It’s just a constant reminder of people, of who they work for. They work for the Government of the United States, they work for the people of the United States, and we expect everyone in our department to do so not just in accordance with the law, but with the higher standards possible. Our ability to diplomatically represent this country is undermined and is sabotaged if there’s any implications that what you are doing – and I’m not talking about Kimberly in specific; anybody – you are undermined when – anytime there’s the notion that somehow what you are doing is somehow in YOUR interest, but not in the interest of the country. So we – it’s not the first time we’ve sent that message. That is something we repeatedly do because to me it’s a very important principle of how we do our work. It just happened to go out the day after, but that is something that, frankly, had been drafted and that I had ordered sent weeks in advance and unfortunately did not go out when I wanted it to go out for whatever reason. But it probably won’t be the last time that a message like that is sent. It’s something we just constantly remind people of, just to set the right culture and standards."
SCOOP: Secretary of State Marco Rubio sent a message to all State Department employees on Wednesday reminding them to act in accordance with ethics rules -- a day after President Donald Trump ousted US Ambassador to Greece Kimberly Guilfoyle. “As part of demonstrating our personal and professional integrity, I expect employees to avoid conflicts of interest in our work, to act impartially, and to avoid using our public offices for private gain,” Rubio said in correspondence seen by Bloomberg News.

THIS JUST IN: Secretary of State Marco Rubio just sent a clear message about the #Venezuela political transition talks between the opposition delegation headed by 2015 elected assembly leader Dinorah Figuera and the regime now led by Delcy Rodriguez: Figuera's team has "100% support from the highest levels of the US government” to pursue those talks. The US-backed talks will continue on Oct. 14, Rubio said, alternating between English and Spanish. He added that “without any doubt, this needs to end in free and democratic elections,” and that Venezuela needs a return to democracy “as quickly as possible." Rubio spoke alongside Figuera at the 7th floor State Department Treaty room in a traditional camera spray -- a setting where he almost NEVER responds to shouted questions from the press. Appears he wanted to deliver a very intentional message here.

Marco Rubio's speech on Wednesday afternoon in Athens will be delivered from the Pnyx, a hillside with a commanding view of the Acropolis. It served as the meeting place of the ancient Athenian democratic assembly and symbolizes the birthplace of direct democracy. Rubio will "call upon Americans and Europeans alike to join together in a great renewal of the Western spirit -- an inheritance stretching from Athens and Rome to Christendom to the founding of the American Republic," according to Assistant Secretary of State @ASDylanJohnson

Secretary of State Marco Rubio this morning in #Iceland recreated one of the most iconic photos of Ronald Reagan's presidency. The moment came exactly 40 years after the Gipper and Soviet leader Mikhail Gorbachev met for the #Reykjavik Summit that signaled the beginning of the end of the Cold War. Can only imagine what the moment was like for Rubio, who grew up idolizing Reagan. As we wrote in our October cover story for Businessweek, in his 2012 memoir, "An American Son," Rubio recalled that his elders despised President Jimmy Carter for the humiliations of the 1979 Iran hostage crisis. They threw their support behind Reagan’s 1980 election campaign, in hopes he’d confront the Soviet Union, Cuba’s patron, and restore American strength. “I’ve been a Republican ever since,” Rubio wrote. I first walked in the doors of a Bloomberg News office 20 years ago this week, a kid three months removed from college, starting a three-month internship. I never could have dreamed about the experiences that the next two decades would bring -- 4 years in New York, 8 years across two stints in Washington. During an unforgettable 8 years in Mexico City, I met my wife @roslmartin -- the event that truly changed my life -- and got to travel across Latin America, interviewing everyone from presidents and central bank chiefs of the hemisphere's largest economies to the parents of victims of the region's drug cartel violence, and migrants making the risky journey to the US. The past six years back in Washington, covering the State Department, foreign policy, the IMF, World Bank and trade -- all leading up to our new Businessweek cover story -- have been some of the most rewarding. It's been an unbelievable ride. I can't wait to see what the next 20 years bring. Thanks @business! The best is yet to come.
