ALT Teal card. "Your street dog is banned from labs. Unless someone signs an exemption." Comments close 5 November. A cartoon dog peeks up from the bottom.
ALT Rule 5(3). "Strays are banned, with a door left open." Stray dogs and cats can't be used in experiments, then a "competent authority" can grant exemptions, and the draft never says who that is.
ALT Rule 11(3). "Labs can sign off on their own experiments." Mild or moderate experiments are approved by the lab's own ethics committee, any species, dogs included. CCSEA only gets progress reports and still approves severe and non-recovery work on animals bigger than rats and rabbits.
