One tidbit from this walk down memory lane: even while grappling with the worst financial crisis of the postwar era, North Carolina lawmakers in 2009 still managed to deliver a state budget on time. Unlike our one-party legislature now, which took a year and a half.
[NEW] The Forgotten, Expensive Lessons of 2009 The 2008-2009 Great Recession is 17 years ago now, and the lessons it imparted might be forgotten today as North Carolina considers a proposed constitutional amendment on its income tax. When the Great Recession forced North Carolina's lawmakers to reckon with an imploding state budget, they massively slashed spending and took billions in federal assistance dollars. They also passed a very small and temporary income tax adjustment, which allowed North Carolina remain less dependent on federal assistance than many other states. Learn what happened to North Carolina's budget during the Great Recession, and why its hard-earned lessons bear directly on the choice voters will make this year. More: carolinaforward.org/news/the…

Republicans did this in North Carolina when Roy Cooper became governor and in Wisconsin when Tony Evers won. And as @scottbraddock knows, the Little Gov in Texas is arguably as powerful or more powerful than the governorship.
Quorum Report: Texas Senate GOP quietly considers stripping power from Lt. Governor if the Democrat wins, sources say With a Dan Patrick loss possible, changing the rules to sideline a Democratic Lt. Gov. would be pretty straightforward; intrigue would surround the caucus election of a Majority Leader Link to article: quorumreport.com

North Carolina really is the laboratory where they come up with all this stuff.
It's gettin' real now: Sources tell @quorumreport that the Texas Senate GOP is quietly considering stripping all legislative power from the Lt. Gov. if the Democrat beats Little Gov Patrick: bit.ly/4Bfnnvb #TxLege

One of the few states from today where we have this level of data. What it tells us: -Low propensity voters are showing up largely this year. -They are swinging hard to Dems. Just like in the Trump Biden election, people get so frustrated with Trump, that non-voters start to show up to vote against him. If this trend is the same nation wide, which it seems to be, then the GOP are in trouble!

Here's a crazy compromise proposal on property taxes in North Carolina: just let every county set its own rates. That way, voters in every county could get the property taxes that were right for their own community, without top-down mandates from Raleigh. Everyone's happy!
Republican leaders say proposed constitutional amendments will save taxpayers money, but critics warn of long-term consequences. ift.tt/L1j5zDi

One of the foundational articles of faith among North Carolina's conservatives is that they inherited a fiscal mess in 2011 (true), that it was the Democrats' fault (false), and that their raft of conservative policy changes have made North Carolina an economic miracle (flatly false). It's certainly true that North Carolina has grown economically since 2009. But that's mostly because America, as a whole, has grown. North Carolina has mostly tracked, and in some cases under-performed, the national average on key economic metrics. There is just no evidence that specific conservative policy changes led to unusually stronger growth. Hand-waving away a budget implosion like that faced in 2009 is unwise. If North Carolina's lawmakers do not have tax levers at their disposal, they will become more dependent on regressive consumption taxes, borrowing, and the federal government. Those are not traditional conservative preferences - but little of what we see in 2026 seems normal anymore.
Carolina Forward is right about one thing: North Carolina should remember the fiscal lessons of the Great Recession. But they're drawing the wrong conclusions from that experience. Consider the numbers in their own analysis. North Carolina closed just 4% of its projected 2009 budget gap through a temporary personal income tax surcharge. Spending reductions accounted for 36.5%, while federal stimulus funds covered another 31%. That hardly establishes that the income tax surcharge was what kept North Carolina from becoming more dependent on Washington. More importantly, the article overlooks what North Carolina has accomplished since 2013. We've substantially reduced income tax rates, experienced significant economic and revenue growth, reduced state debt, and built a rainy-day fund that reached $4.75 billion before Hurricane Helene. Those accomplishments matter because fiscal preparedness isn't simply about having the authority to raise taxes when a recession arrives. It's also about making responsible decisions before a recession arrives. North Carolina's experience offers important lessons about how pro-growth tax policy and fiscal discipline can help a state prepare for difficult times. We shouldn't overlook those lessons, either. #ncpol

North Carolina's budget-strained school districts have yet a new stressor to deal with: the skyrocketing price of diesel fuel. School buses run on diesel fuel, and thanks to the war in Iran, the cost of that fuel has doubled in a year. But school budgets have not. The North Carolina state legislature, which pays for most of every school district's budget, hasn't done anything to help. As a result, school districts around the state are scrambling for ways to stretch their budgets even further - and hoping the price doesn't go even higher. More: carolinapublicpress.org/8251…

Nearly two-thirds of builders said immigration enforcement is affecting their labor force, up from 23% in March and 13% a year ago, according to a September John Burns Research & Consulting survey. “We’re almost dead in the water because our workforce is gone,” said Scott Brannock, president of Jacksonville-based Tidewater Homes and the Northeast Florida Builders Association. “We have national builders who are missing projections, losing hundreds of thousands of dollars because they have slabs sitting on the ground and no one to frame.” wsj.com/us-news/the-immigrat…
