I agree with you, the municipality CFOs are being let off the hook and are the masterminds and enablers of these irregular and dubious tenders.
This guy, Carrim was one of those ANC comrades that the Ekurhuleni finance department paid invoices to, for work not done and the system flagged his payment as he was not on the Ekurhuleni vendor data base. Somehow his payment was reversed and people were angry. His fraudulent invoice was one of the R48million payments that were processed by the finance department in that month. Unfortunately, not all the R48million fraudulent payments were recovered from various dubious service providers as some millions were laundered to crypto accounts by the finance department.
