Today, on the final day of the visit to China, Minister @Vbiruta and the Inspector General of @Rwandapolice (IGP) @fnamuh visited the People’s Public Security University of China in Beijing and engaged with the University leadership on strengthening collaboration in various training programmes.
The University currently hosts 12 Rwandan law enforcement officers attending an anti-telecom fraud course under the China–EAPCCO partnership.

The 3rd China-EAPCCO (Eastern Africa Police Chiefs Cooperation Organisation) Ministerial Dialogue on law enforcement and security cooperation was held in Lianyungang, China. It was co-chaired by HE Wang XiaoHong, Minister of Public Security of China, and @Vbiruta, Minister of Interior of Rwanda and Chairperson of EAPCCO Council of Ministers.
The dialogue brings together Ministers responsible for Police Affairs, Chiefs of Police of EAPCCO member states, and China’s Ministry of Public Security to deliberate on matters of mutual interest relating to law enforcement and security cooperation.
The 2nd China-EAPCCO Ministerial Dialogue was held in Kigali in November 2025.

The alliance is aimed at promoting cooperation among law enforcement agencies in tackling transnational telecom and cyber fraud.
Participants expressed their support to the alliance emphasizing that telecom and cyber fraud have become a global challenge and thus requires stronger international cooperation.
