In layman's terms the EA shouldn't be funding a pitch for a football team.
If they were to find any reason, then a school would have to apply, as I understand it. There would have to be evidence that a school or schools needed the pitch, use the pitch regularly and it would have to be done through the proper channels.
It should also be noted that thousands of applications were submitted through the proper channels in 2017. Thousands of those have not been progressed, not even the most serious 550 projects — many more serious than a pitch.
But, that is not what happened here.
This team applied for UK government funding for a pitch.
In order to get that £500k grant they received, Richill were supposed to have a partner in place to cover any extra money that was needed for the pitch.
It is not for Richill AFC to then go to the education department and say, "we're £30k short, can you cover the shortfall?"
The Minister looked for a reason to provide this funding. An official essentially told him schools rarely use it so it would not be eligible under a curriculum-led capital investment programme. An official also told him that schools rarely use the pitch — removing another reason to justify funding.
And if money was to be given there would need to be a detailed business case.
A couple of weeks later (WITHOUT THAT DETAILED BUSINESS CASE), the department — with approval from Mr Givan — asked for money to be allocated to Richill AFC.
I've shared quite a lot of background here, you can read the stories for all the rest.
Garrett, in layman’s terms, why would the EA fund (partly) a pitch for a football club?
