Oda has already set up the revelation that will flip our perception.
Based on the information that Vegapunk revealed, together with the context of the Empty Throne, we can understand that, in the context of the Void War, Joyboy and the Ancient Kingdom were the antagonists, and the alliance of 20 kingdoms were the rebels.
The Empty Throne exists because the king of the Ancient Kingdom tried to rule the world, and then Joyboy's followers wanted him to become king, but they failed.
The World Government was originally intended to be a force for good, but somewhere along the line, it got corrupted, and since then, the Celestial Dragons have been subject to generational indoctrination and brain washing.
This doesn't necessarily justify them, it just explains how human nature is corruptible, and how that can spiral from a well intended world government, into a tyrannical reign of self-declared gods.
We've seen through Donquixotes Homing and Mjosgard that the Celestials can break free of the brain washing and seek redemption, and we've seen through Shiaria and Killingham how the Celestials live in controlled ignorance.
This is why Oda repeatedly alludes to the idea that the revelation of the truth will "turn the world upside down." The true context of the Void Century will completely flip our understanding and change the intended outcome.
The goal isn't to kill all of the Celestial Dragons, but neither is it to justify what they did. The goal is to make them seek redemption and fulfil their original purpose.
