If we argue a priori then probably Protestants since the concept of a single act of lust damming them to hell is totally foreign to pretty much all of them, and obviously this idea of virtual safety from hell will tend to foster extreme presumption among fallen humans.

If it were possible that the Catholic Church adopt such a policy then it would be falsified. But the Catholic Church cannot be falsified. Therefore, the conciliar church is not the Catholic Church.

To uphold that the conciliar church still has the mark of catholicity, unity in faith, holiness, etc., you basically have to redefine them, empty them of their doctrinal concepts, and slap them onto it in a superficial manner, in a way they could be slapped onto any church — assuming the conclusion that it’s the Church before investigation has been made.

This isn’t an exclusive idea of the cardinal’s by the way, but just representative of the conciliar church’s repeated policy (re-stated by Francis and official statements from the Vatican); and it’s one reason why we can recognize that the conciliar church isn’t the Catholic Church: the former doesn’t even have the mark of catholicity in principle since it has, in the name of ecumenism, forfeited the Church’s right to convert the nations.
