Rayquaza is the guardian of the skies.
While Groudon and Kyogre constantly battle for control over the land and the sea, Rayquaza rarely gets involved. It spends most of its time high in the ozone layer, only descending when the balance of the world is threatened.
According to Pokemon Emerald’s story, when Groudon and Kyogre’s clash nearly destroyed the Hoenn region, even humanity was powerless to stop them. It was Rayquaza alone that descended from the sky, ended the conflict, and restored peace.
Rather than ruling the world, Rayquaza exists to protect it, making it one of the most important Legendary Pokémon in the entire franchise.
