WTGuard now has manual reports, if you think that someone is wintrading, you can apply for a report to be made by creating it on the site.
It will be manually reviewed by the admins and decided whether it is actually a wintrader or not.
Note: this has no connection to riot, it is only for the community to do what they please.

Riot repeatedly stated their commitment to keeping the ladder clean from such abuse.
Are they really doing enough?
