Pick any location commonly known to have unhoused or drug using individuals. You will find that they have declined offers of city services over and over again or that they are already housed. SOMA, Tenderloin, Mission, Outer Richmond, Hayes Valley, etc. You need to hear from your government what they plan on doing about that.

I mean I have a list of reasons but Twitter has a character limit because I could go on for days. Yes I sleep outside because all of shelters in San Francisco feel like prison I’m homeless and would rather sleep outside than in a shelter I prefer my peace and drug free quiet

Reported last night in the Tenderloin “Drug Encampment with dogs. How is this not animal abuse? The dogs bark all day while the “owners” do drugs and pass out on the street. The animals are unkept and aggressive. This is both inhumane and negligent. Pleas do something”

Potential reasons some people decline shelter. Here is a complaint about a homeless shelter from August: "The complainant says that, since arriving at the shelter, there has been a concerning degree of unprofessional conduct among staff, e.g., making comments about the food, such as, “I would never eat that shit,” or even referring to rooms as (prison) “cells.” They sometimes become upset when residents approach them with requests while they are sleeping at their posts and do not want to be disturbed. Staff are generally uncaring and hard to confide in, which makes them significantly less effective in lifting guests up. They only increase feelings of demoralization, isolation and defeat."

Another complaint: "The client-guest reports that, since arriving at the shelter, they have continuously observed chaotic conditions and concerning interactions between staff and guests. Many staff members do not demonstrate appropriate professional conduct and treat guests as though they are beneath them."

Tonight in the Tenderloin “There is an encampment of homeless individuals who have been there for about two weeks, causing a disturbance and getting into altercations. I hope you can take action or relocate them for a while so that the neighbors can sleep in peace. Thank you.”

“They all said they were cool.” City response: "Case Resolved... Area is being occupied by 4 male clients. 2 of them claim to already be housed, but they didn’t give us their names or prove what they told us. They all said they were cool. They were given 2 trash bags and they started to clean up."

Here is the report. For some reason, someone on the city side changed the 311 report description to just "tents.", but it is captured too in this second report. solvesf.com/report/202000206… solvesf.com/report/202000206…
