Scouting New England is excited to release its Massachusertts Class of 2028 Preseason Top Prospect List. These 124 prospects earned placement through film evaluation, production, athletic traits, positional potential, and continued development. This is not a numerical ranking of the best high school football players in Rhode Island. The prospects are presented in an evaluation sequence that moves generally from stronger current skill evaluations and higher college projections toward developing college projections. The sequence reflects SNE’s current scouting evaluation as of August 1, 2026, and should not be interpreted as a definitive statewide ranking. The evaluation sequence generally moves through FBS, FCS, Division II, and Division III projections, but every included prospect is projected as a potential college football player after high school. SNE does not publish the internal player skill grades assigned by its analysts.
