📡 🇷🇺 Russia is building a long-range radar in Kaliningrad. The company that spotted it is ICEYE, the same Finnish firm whose satellite Kosmos 2612 just shadowed in orbit. Per FAZ (Oct 19), ICEYE imagery from late August shows three antenna rows, each 500+ meters long, converging in a star pattern near Gvardeysk. It matches the 29B6 "Container" over-the-horizon radar that Lithuanian intelligence flagged in March. Reported range: 900 to 3,000 km. That covers London and Paris (~1,450 km) and Madrid (~2,420 km). Berlin, Warsaw and Vilnius sit inside the minimum range. The coverage is Western Europe and the Atlantic approaches, not the neighbors. It is one of 20+ signals-intelligence and electronic-warfare sites ICEYE counts in the exclave. Russia has already raised its GPS-spoofing antennas there from 3 to 36, disturbing navigation across seven countries up to 450 km away. Caveats: • The radar is still under construction. Whether it is radiating is unknown. • Over-the-horizon radar gives early warning, not weapons-grade tracks. • ICEYE has not published its report. The context is not subtle. Russia warned on Sept 30 it could use nuclear weapons if NATO tried to cut off Kaliningrad. Putin repeated it at Valdai. The irony: Moscow is building the eyes to watch Europe, while the eyes watching Moscow are being stalked in orbit.
🛰 🇷🇺 🇫🇮 Specialists tracking this in real time now have harder numbers than "a close pass." Orbital Radar's latest computation puts the closest approach at roughly 26 meters, with earlier passes logged at 136 meters and 578 meters as Kosmos 2612 tightened its formation over multiple orbits, each pass occurring at essentially zero relative velocity, meaning the Russian satellite wasn't drifting past ICEYE-X36, it was flying in matched formation with it. The deliberateness is no longer a matter of interpretation. Kosmos 2612 launched as part of a six-satellite cluster, Cosmos 2609 through 2614, and it is the only one of the six that has maneuvered at all. LeoLabs, the commercial tracking firm, said in a statement the movement "appears to be a deliberate approach toward" the US-owned satellite. CSIS researchers documented a two-week maneuver sequence beginning September 30 that brought Kosmos 2612 into coplanar alignment and matched altitude with ICEYE-X36, exactly the kind of orbital mechanics work that doesn't happen by accident. Dutch tracker Marco Langbroek, whose data anchors most of this reporting, called it bluntly: "an RPO without consent," rendezvous and proximity operations conducted without the target satellite's cooperation or clearance. What makes the target non-arbitrary is who relies on it. ICEYE-X36 is a Finnish-built, US-registered radar imaging satellite, and Poland's own military has flagged direct alarm because its forces use ICEYE intelligence to identify targets inside Russia. A Ukrainian official told Axios the military works with ICEYE's capabilities, though it's unconfirmed whether this specific satellite supports Ukrainian operations directly. Either way, the pattern read by trackers across multiple countries is the same: a Russian military asset spent three weeks deliberately burning fuel and adjusting its orbital plane, altitude and eccentricity to shadow, at zero relative velocity and within tens of meters, exactly the kind of Western-linked space asset Russia would want to understand, disable, or demonstrate it can reach. No tracker has found evidence Kosmos 2612 carries a destructive payload or that it struck ICEYE-X36. What's established instead is a precedent: Russia has now shown the technical willingness and capability to maneuver a military satellite into near-contact proximity with a commercial asset tied to Ukrainian and Polish defense intelligence, holding formation close enough that the only remaining open questions are what Moscow intended and whether the target satellite still functions exactly as it did before.

A horrific Russian strike in the Kharkiv region. A “shahed” struck people directly – in a park near an ordinary café. Pure atrocity. Six people were killed, including children. A little girl was killed in a stroller – her name was Angelina, she was just over a year old, born in August 2025… Her mother’s name was Inna. She died in the hospital… Another girl who was killed was 11 years old. My condolences to their families and loved ones. Another 14 people were injured, including six more children. I am grateful to everyone who supports Ukraine under these circumstances and helps us shoot down “shaheds,” shoot down missiles, and stop Russian assaults. These are horrific photos, but behind them are shattered lives and the truth about this war. Lives must be protected. Ukraine needs air defense. You can't think about making money with Russia as long as it continues its asinine war. We ask that sanctions on Russia stay in place as long as the killings continue. We ask America to be strong, and we ask it to apply the Lindsey Graham law. We ask Europe to continue its support. We ask that everything possible be done to bring peace and guarantee security. Ukraine wants peace. It is Russia that has insisted on continuing the killing all this time. The world has enough strength to stop the war. That strength must finally be used – against the murderers.

Rybar* has published an article with a map (see attached) in which he is "analyzing" "the hot season" in Europe, as he calls it. According to Rybar (who is obviously not working on his own accord but within the general line of Russian propaganda), the protests in Europe should be viewed not as a united wave but as a series of national crises, each one having their own rhythm. However, the Russian propaganda aims to ramp up hostility, conflicts and crises in Europe. It acts through social media, financing and direct intrusions. Russia's hybrid war in Europe is raging. Recognizing this is no longer enough. Proactive measures are necessary. *Rybar is a Russian "Z-propagandist", who runs a whole network of Russian propaganda Telegram channels. He was recently detained in Montenegro where he was recording a video for the Solovyev Live network. Later, Rybar was extradited to Russia.

The war in Ukraine is about Ukraine. The Secretary of State has a profoundly misguided understanding of this.
Rubio: The war in Ukraine is about one region, Donetsk. Russia occupies all but about 11% of it. Ukraine's line there is its last defensible one: beyond it, a straight shot into Kyiv. Russia demands all of Donetsk, including that line, as its definition of victory. 1/

Putin has long dreamed of a second Yalta to divide the world (and gain the dominance of much of Europe.) The only small problem is that he has not been able to win a war he started 4.5 years ago.
Russian President Vladimir Putin has proposed that he, President Trump and Chinese leader Xi Jinping meet next month to attempt to negotiate an end to the war in Ukraine that would favor Moscow, said people familiar with the discussions. on.wsj.com/4BeZLqz

Another Russian ballistic missile attack came in several waves overnight, and once again, there was no early warning from our partners. They again targeted energy facilities and infrastructure, but a medical clinic, a school, a metro station, and ordinary residential buildings were also damaged. In total, the Russians launched 16 ballistic missiles in a deliberate attack on Kyiv and the Kyiv region. The Russians also launched more than 200 drones of various types, including jet-powered “shaheds,” with attacks spanning from the Kharkiv and Dnipro regions to the Volyn, Rivne, and Odesa regions. Sadly, there are casualties. My condolences to their families and loved ones. Those who were injured are receiving assistance. Overnight and this morning, Russia attacked energy facilities in the Vinnytsia, Volyn, Kirovohrad, Kyiv, Mykolaiv, Zhytomyr, Khmelnytskyi, Kharkiv, Ternopil, Odesa, and Rivne regions. In this one night alone, more than 10 energy infrastructure facilities were damaged, and the lights went out for at least 550,000 families. Repair crews are working at the sites. Ukraine never wanted this war, and we have welcomed literally EVERY attempt by our partners to bring this war to a dignified end. We have responded positively to EVERY ceasefire proposal. Russia's response, time and again, has been ballistic missiles, “shaheds,” and killings. Putin not only doesn't want to end this war – he doesn't even want to take any steps toward de-escalation. EVERY ONE of our partners has experienced this firsthand when they heard Russia's refusals. And it is crucial to call things what they are. To call the aggressor an aggressor and help Ukraine defend lives. When deliveries of missiles for Ukraine's air defense are blocked while Russia is granted relief or delays in sanctions, this is, unfortunately, a denial of reality on the part of our partners. The reality is that the war continues, and it continues solely because of Russian strikes and Russia's desire to drag this war out. I thank everyone who recognizes this reality and helps Ukraine!

NEW | 🇷🇺🇺🇸🇨🇳Vladimir Putin wants to discuss the future of Ukraine with Donald Trump and Xi Jinping without Volodymyr Zelensky at the table. Putin has proposed a three way summit next month to explore a possible end to the war. The meeting could take place during the APEC summit in Shenzhen, China, on November 18–19. The idea of bringing the three leaders together isn't entirely new. Moscow had already raised it in September. What's significant in the latest reporting is the proposed focus on Ukraine, with Kyiv absent from the talks. Zelensky, meanwhile, has been discussing a different three-way meeting involving Ukraine, Russia and the United States.

Russia makes NATO blind in space Russian military satellite Kosmos 2612 recently executed precise maneuvers to enter the same orbital plane, altitude (~555 km), and path as ICEYE-X3, as twin. ICEYE-X36 is a Finnish-US synthetic aperture radar satellite providing all-weather imaging support to Ukraine’s military. The Russian satellite is jamming (sending garbage at the same frequency) from the same location. This renders the NATO satellite unusable. What a pity.

BIG: A Russian military satellite, Kosmos 2612, has been maneuvering to within 136 meters of the U.S.-registered ICEYE-X36 radar imaging satellite, according to satellite trackers, with a closer pass of about 48 meters predicted for Monday. Dutch satellite tracker Marco Langbroek said a series of maneuvers since September 30 were designed to match the satellite’s orbit with ICEYE-X36’s. Astronomer Jonathan McDowell called it the first known case of an active satellite making an uninvited close approach to another active satellite in low Earth orbit. ICEYE, a Finnish company, has supplied radar imagery to Ukraine since 2022, though it is unclear whether this satellite serves Ukraine. There are no signs of damage so far, and Russia’s intentions remain unclear.
