Late to this conversation, but a quick thought...
When a young PR pro hounds a reporter, it's likely because they are being hounded by a bad manager or client. It takes years of experience to feel comfortable pushing back on a pitch angle that you know won't work, or to say that sending another follow-up is just spammy.
Publicly shaming folks in this position can be helpful as a PSA but it's also obviously mean.
It's kinder to share direct feedback with young PR pros and arm them with the knowledge they need to push back on shitty practices.
Of course none of this applies to someone who has been around and should know better, or to anyone who truly does something unethical.
Journalists who bad mouth PRs on Twitter suck.
It's like people who are rude to waiters, you are leveraging a professional power imbalance.
Literally, if the best thing you can Tweet is "omg PR fail they sent me silly email" maybe you need to learn to get more hot takes.
Their livelihoods often depend on being nice to you.
