Brandon Harami has been harassing and intimidating LeAna Powell, a candidate for the Oakland School Board, D6, making false allegations against her that she is anti-LGBTQ and other false claims. Below is a letter I sent him demanding that he stop such conduct.
I am hereby calling on LeAna's opponents immediately to denounce his possibly criminal actions. The race should be decided on the qualifications of the candidates, not on a smear campaign by Brandon Harami, who is clearly delusional.
VOTE FOR LEANA POWELL!

DEMAND TO CEASE AND DESIST FROM FALSE, HARASSING, RETALIATORY, AND INTIMIDATING STATEMENTS ABOUT LEANA POWELL
Dear Mr. Harami:
This firm represents Ms. LeAna Powell, an African American woman who is a former City of Oakland employee, whistleblower, and now candidate for the Oakland Board of Education, a position for which she is highly qualified.
This letter serves as formal notice demanding that you immediately cease your ongoing campaign of harassment, false accusations, retaliation, and intimidation directed at Ms. Powell following her 2022 complaint to the Oakland Public Ethics Commission (PEC) concerning misconduct involving you and former Mayor Sheng Thao's staff.
Ms. Powell’s ethics complaint reported improper political campaign activities conducted on City time and using taxpayer-funded resources. She refused to participate in that misconduct and was subsequently terminated. Since filing her ethics complaint, she has endured your prolonged campaign of personal attacks, including false allegations intended to damage her reputation, credibility, and political candidacy. Your conduct includes the following:
1. False accusations of homophobia and transphobia. You have repeatedly portrayed Ms. Powell as hostile to the LGBTQ+ community, despite knowing from your work together that she has longstanding relationships with and has actively supported that community. Indeed, Ms. Powell personally facilitated outreach between Thao's office and Oakland LGBTQ+ community representatives.
2. False claims concerning Seneca Scott. You have repeatedly asserted that Ms. Powell endorsed or supported Mr. Scott's 2022 mayoral campaign. You have also misrepresented her appearance on his podcast, where she discussed her whistleblower experience and subsequent harassment, implying that the appearance is evidence of her anti-LGBTQ+ views. These allegations are false.
3. Retaliation and intimidation. Your attacks began following Ms. Powell's objections to improper campaign activities and her PEC complaint. They continued during her candidacy for the Oakland Board of Education, creating substantial emotional distress and concerns for her personal safety and that of her family.

4. False allegations involving City property. You accused Ms. Powell of stealing a City-owned laptop despite knowing that the laptop was turned over to the Public Ethics Commission in connection with her complaint.
Although these false claims raise serious concerns about Ms. Powell’s safety and the safety of her children and family, you have ignored requests from Ms. Powell’s campaign to correct your false statements. As a result of your false portrayal of her as hostile to the LGBTQ+ community statement, Ms. Powell has received threats of physical harm.
Your cyberbullying conduct has drawn public condemnation from both the Oakland Branch of the NAACP and Black Women Organized for Political Action (BWOPA), Oakland/Berkeley Chapter. These organizations have raised serious concerns about the harassment and intimidation directed at Ms. Powell, viewing it as a pattern of targeting African American women.
Demand is hereby made that you:
1. Immediately cease and retract knowingly false statements concerning Ms. Powell, including claims that she is homophobic or transphobic or endorsed Seneca Scott's 2022 mayoral candidacy.
2. Cease all unlawful harassment, threats, intimidation, stalking, doxxing, false statements and retaliation, whether conducted directly, anonymously, or through third parties acting at your direction.
3. Cease unlawful interference with Ms. Powell's candidacy, campaign activities, public appearances, and communications with voters.
4. Preserve all relevant evidence, including social media posts, deleted content, private messages, emails, account records, and communications concerning Ms. Powell, her ethics complaints, and her campaign. This preservation demand specifically includes records associated with the "Gay Inspector" and "Bus Station Nachos" accounts, along with any other accounts under your possession, custody, or control now and in the past.
These demands do not seek to prohibit legitimate political criticism, truthful reporting, or constitutionally protected expression. We simply demand an end to unlawful conduct. Your failure to comply with these demands could subject you and your employer to legal action, including claims for civil harassment, cyberbullying, and defamation, monetary damages, attorney’s fees, and referrals to appropriate enforcement authorities.
Please direct all communications regarding this matter to my office, not to Ms. Powell.
Sincerely,
Brenda F. Harbin-Forte
